U.S. EPA Proposes NSPS Rule Changes for the Oil & Natural Gas Industry[1]
In response to President Trump’s Executive Order 13783, “Promoting Energy Independence and Economic Growth,” section 1(c) (March 28, 2017), EPA reviewed the 2012[2] and 2016[3] rules for new source performance standards (NSPS) and national emission standards for hazardous air pollutants (HAPs) that apply to the oil and natural gas industry. On October 1, 2019, EPA proposed amendments to the rules for certain provisions that it determined were inappropriate or redundant. Proposed changes include a 2-part “Primary Proposal” and an “Alternative Proposal.” EPA is accepting public comments on the proposed amendments through November 25, 2019.[4]
PPGMR Law adds Caroline R. Boch to its Little Rock team.
Most recently, Boch served as a law clerk to the Honorable D. Price Marshall, Jr., U.S. District Judge for the Eastern District of Arkansas. Prior, she was an attorney for Disability Rights Arkansas, presidential management fellow for the U.S. Social Security Administration and paralegal for Children’s Rights of New York. She graduated cum laude from Harvard Law School. While there, she received the school’s L. Anthony Sutin Public Service Fellowship, as well as the HLS Alumni Association of Northern California Public Interest Fellowship. She holds a master’s from the Harvard Kennedy School and bachelor’s from Harvard College, where she was Phi Beta Kappa and graduated cum laude. She earned the top score on the February 2017 Arkansas Bar Exam.
PPGMR Law welcomes M. Christine Dillard and Hunter Mullins to its Little Rock team.
Dillard attended the UA Little Rock William H. Bowen School of Law, where she graduated in the top 5% of her class and served as Editor-in-Chief of the UA Little Rock Law Review. A magna cum laude graduate of Harding University, she holds a Petroleum Land Management certificate from Texas Christian University M.J. Neeley School of Business and Paralegal Studies certificate from Southern Methodist University.
Mullins graduated in the top 5% of his class from the UA Little Rock William H. Bowen School of Law and also served on the UA Little Rock Law Review. He holds a master’s degree from the University of Arkansas Clinton School of Public Service, where he graduated magna cum laude, and three bachelor’s degrees from Arkansas Tech University, where he graduated summa cum laude.
